Since when do you need a permit to donate? The law says they must notify the chief of police within 24 hours of doing so. To my understanding it seems that panhandlers must get a pass from the government in order to exercise a charitable appeal for help. The law does not prohibit panhandling in general but there are guidelines that must be met and abided by but to get a permit just to engage in it is atrocious. The People don’t need permission of the government to ask for help from the people. The government only has limited authority. The Constitution and bill of rights limits the scope of the governments authority.

When it comes to the homeless, I don’t collect a penny. 100% of the profits go to them, it’s my way of showing them how to earn money. There are Guamanians who used to live there that would love to see many different perspectives of the island from locals just to reminisce being that we don't live there anymore. There are also websites where they can do surveys all day and make a similar amount that they're getting panhandling. It won't make them rich overnight but at least it's something. And they don't have to stand on street corners all day earning something.
