You'd need to apply for a RERA certification in the state where you wish to conduct your real estate business. You can do so online and the entire procedure is pretty well explained on all states' RERA websites. If you wish to conduct business in Noida only, you'd need to apply for UP RERA Registration. If you want to do business in entire NCR region i.e. buy, construct, sell, or lease out properties in entire NCR, you'd then need to apply for registration in UP, Delhi, and Haryana RERA. Getting the registration is very easy and inexpensive provided you have all your documents in place and a registered office in a certified commercial dwelling unit. The registration also needs to be renewed after a certain amount of time.

Look at the pollution and dust here even in this so called designed city. What is wrong with North India. South India is heaven compared to this. I wonder how many North Indians are dying because the pollution. Recently North India was named as the most polluted place in the world
I don't think at a policy level there is any difference in north and south india to curb pollution but north india most states being land locked have higher pollution levels. South indian being close to water bodies have a geographical advantage but that's not going to play well for too long. As a country we need immediate steps to curb air pollution but unfortunately it's still just a living room discussion for common citizens, until it becomes something that impacts vote bank, nothing will change.
