I don't understand why u = x^2? According to the ILATE rule in Integration by parts, x^2 is an exponential and sin(x) is a trig and x^2 goes last so u = sin(x) and dv/dx = x^2. Why is it the other way around... or does the ILATE rule not apply to every problem like this one?

Do not rely on ILATE. It does not work for every question. It is a useful guide for students new to integration. However, experience completing lots of questions is better.
