I think its just general etiquette in most motorsport commentary, if there's a chance the driver could be seriously harmed or even killed you don't draw attention to it until you know for certain
What @lost6516 said is completely true and its not the only series that does that, its also in most emergency scenarios of a lot of services or anyone speaking to an audience /public you don't wanna create unnecessary chaos and shock by mistating a fire Its the same reason you don't scream "fire" unless there is actually a fire
