Mama is actually harder because of the m. The d of dada can just be made with the tongue (which a baby can more easily see). It's also a more relaxed mouth shape (no lips involved). While you can easily make the m sound (hum), babies can't as easily figure out what you're doing if you have a closed mouth hum. And a lot of people will pull their lips in slightly when they make that first m, which is harder for a baby to do/figure out.
