If you want to philosophise I have considered many possibilities of the function between the physical form and consciousness and it is tied to what you consider the purpose of life to be. If you believe the purpose of life is to incubate the force that is consciousness then a body is the oven that matures a soul even though there was something their before. If the purpose of life is only the survival and propagation of life itself then consciousness could be just an accidental side effect of our original purpose suggesting the purpose of life itself becomes open to change as our collective consciousness and awareness grows.
I do these thought experiments as a creative outlet not because I think there is a conclusion to find. As a hobbyist writer stuff like this would just tie into my world building or even magic system. In one story people in the future after discovering intergalactic travel would discover civilizations or the remains of civilizations that matched works of fiction on our world. Learning how to harness this phenomenon led to the first magic users. A story shared and echoed by millions of minds could "naturally" create a distant world but just one person with the right equipment could throw fireballs, dodge bullets and regenerate damage.

Consciousness exists with the soul. Debate it, peer review won’t change the answer.
As above so below. If you were told the real story of creation you could apply this. The soul connects to the body permanently when the creation breaches the womb. When humans were created the soul is imparted as the form, the physical body left the earth. The soul is the last step of creation.
If Billy Carson cans answer definitively it’s because he don’t know the answer.

Consciousness is an individual experience impacted by ideas (other people's consciousness both past and present), both points have relevance.
In saying that never one over the other, then it becomes impossible to quantify.
