Eventually, it will have to go in dry dock. Sea animals will begin to cling to it. Thus, a sub must leave the water at some time. A nuclear sub can remain underwater (due to it's oxygen generating capability). But, it must leave for the dry dock at some time. This is true for all ships.

You still need oxygen (ie air) for the hydrogen to burn.
