The actual words “four eight for eight” might be easier to pronounce, but mentally I think saying a four digit flight number in “pairs” is mentally easier on the pilots. “Forty-eight forty-eight” is only two numbers to remember and say, while “four eight four eight” is four numbers, and feels slower to me to say. New York Approach gets busy - really busy. The radio calls are flying, and it is a thing of beauty when a really good controller gets in a rhythm, with a chorus of pilots making quick radio responses.
