I don't think Kazuma's intentions are nefarious. I think he just naturally exudes creep energy with everything he does.
They are just representing some cliche anime characters.
Its just a trope... he is a single kid who was a shut in, hearing her call him onii-chan isnt a sexual thing, he likes having someone look up to him etc. And the way she says it matters because how japanese works with the familiarity/closeness nonsense etc, which is why he said say it more casually, since it means they would mean they are more close/familiar rather than strangers
Not a single kid, he has a younger brother in the LN and he references him in LN 5/the movie, when talking to Megumin about Valentine’s Day.

5:28 he actually also called the maid with the wrong name(her name is not marie) but she is too shy/lesser position so she doesn’t say anything. Sebastian and marie are just ‘fancy’ name for japenese people because they are foreign

The woosh is strong with this one. I get it, though. If you're unaware it might seem weird and creepy. There's a lot of jokes meant for Japanese people that a lot of western people often times don't get and frequently misunderstand.

He loves that she looks up to him in such a sincere and innocent way. It's just a nice feeling. The fact that she's of such high status and so adorable just add to it. Nothing sexual.

Supplementary info/LN changes
Not much was changed other than the in-media res prologue was pushed from episode 1 to this one, Rain wanting Kazuma to treat her more casually, since she isn’t from a big noble family like Darkness’s or Claire’s, Claire was still wearing her white suit and doing paperwork, and slightly less Iris (it would’ve been an entire episode showing their interactions.) One of my personal favorite characters, is Rain, despite her being a minor character with low screentime (her VA is Reina Ueda, which is funny that their names are similar.) 2:04 - Black Butler reference. 2:35 - Why I mentioned Kazuma wanting a little sister in a previous comment, since it’s something he wanted even in S1, when he talked to Eris.
3:40 - Like I mentioned for the movie, Kazuma had a younger brother, when he talked to Megumin about Valentine’s Day in the movie/LN 5 on the extra night where they slept together again. Zesta also said that line in KonoBakuen. 8:18 - Eris Sect is Eris’ and Aqua’s is Axis Cult.
It's not a black butler reference. Butlers named Sebastian is a trope that has existed before

The Eris church is the church Darkness is part of. And if I'm not mistaken, they mentioned Chris or Kris(however you spell her name, the thief girl) was also part of the Eris sect. So I feel like maybe this thief they're talking about is her? Or just someone compltely different

I'm guessing Kazuma keeps calling the butler Sebastian because in Overlord the butler is called Sebas-tian and they had a crossover with Isekai Quartet
Nah, Sebastian is just the stereotypical meme name for butlers in Japanese media. The most notable origin being the 1974 anime "Heidi, Girl of the Alps" with a butler character named Sebastian. From there on, butlers named Sebastian have popped up in lots of stories, the next most notable probably being Sebastian Michaelis from Black Butler.
You need to clear your mind first before judging. Kazuma never seen her by any sort of perverted way.

3:15 kazuma doesn't really want sibling, he want someone to look up to him to respect him to adore him.
He is ex-neet after all, deciding playing a hero in fantasy world.
Plus he is the only child if my memories not wrong, so he doesn't really know his action are kinda cringe.

Kazuma as far as I know is an only child with no siblings, I don't think he likes her like that. I think he just enjoys the feeling of what having a lil sister who looks up to you is like.

Kasuma's behavior is very questionable; however, the series punishes him for his behavior. That's why I can't stand Rodeus, because everything he does is never seen in a bad light, no matter what he does.
Rudeus has self-control, apart from being reincarnated in a new life and has never fantasized about girls younger than him according to the age of his new life.

Rudeus is seen in a bad light plenty. For one thing, his own sister Norn hates him...at least for a while. On the contrary, nothing in Konosuba makes sense, and that makes for more comic relief.

im not japanese so i dont know what it is in japanese culture. but in anime culture, having a cute and lovable little sister who calls you oni-chan is a thing. its not perverted or anything. it just became a thing then a meme eventually. its actually more offensive if you question it cause some anime fans do wish they have a cute little sister who dont act high and mighty and always play the favourite one.
