Think it must be the VPN's IP address being blocked. Try connecting to another IP address. Unfortunately many VPN services simply don't work anymore, thought Express VPN did but haven't tried it for about a year.

It doesn't work. You need to get a TV license prior watching.
You definitely don't need the TV license. Although you will be asked if you have one - you must answer YES. There's no check - just say yes.
