She was 19 years old at the time of release, and in January 1978, this song kicked ABBA from #1 in UK for 4 weeks. 44 years later, she got another #1 with a 37 year old song. Her third album "Never For Ever" was the first #1 in UK with a self-penned album from a female singer. Fun fact: There's even a book "Waiting for Kate Bush" (2004), that describes in some chapter with many words, why "Wuthering Heights" defies every songwriting rules and could in no way be a success, e.g. with that epic guitar solo at the end. Ian Bairnson, who did it, sadly passed away last year (not the only one). This was Kate's first single, which was another drama, as Kate Bush insisted to have this (unusual) song as a single, as she was convinced, that it works. EMI didn't think so, but Kate (19 years old!) vehemently insisted on it. Not the last time, she had a clash with managers, but in this case, she got it done!
The song was inspired by the last 5 minutes or so of a movie, that she saw on TV, called "Wuthering Heights" after a novel by Emily Brontë (1847), who shared the birthday (not the birth year) with her. She was intrigued by the love story, especially the part, where the ghost of "Cathy" (Kate Bush's nickname by the way) knocks on the window of "Heathcliff", begging to let him in. This explains the ghost like video to the lyrics...

In order to get a feel for Cathy Kate read part of the book, interestingly when she did get round to reading all of it after finishing writing the song, Kate noticed certain phrases from parts that she hadn't initially read had ended up in the Lyrics anyway. Kate said that when she sang this song, she was Cathy, she was channelling the character. "Wuthering Heights " became a worldwide smash hit. Hitting number 1 in Australia, Ireland, Italy, New Zealand, Portugal and the UK. It was at least a top 10 (or better) in nine other countries. A performance that would only be surpassed in 2022 by "Running Up That Hill". Why did it make such an impact? I think that the song was so different to anything else in the singles chart, from Kate deliberately singing in a very high register in order to represent Cathy as a ghost, to the very unusual structure of the song (Kate later described it as circular), together with very different key changes and timing changes. Kate is self-taught, never attended music school, meaning that she was never exposed to musical theory. When Kate writes a song, she's only interested in creating something that's nice to her, something that can convey the feeling/message that she's trying to pass onto listeners. Kate has a very high-quality discography, which I'm sure that you will have great fun exploring.
