I think Shoto Todoroki is terrified of him to the point he thinks it's better to be his friend (anything to stay on his good side) then have him disliking you.
I think if this was real midoryia would either be given a test against robots (not humans) till he graduates or given first place because everyone is to scared to fight him.
That or given an exception and used as the big guns/secret weapon.
