I just got the vmx rims for a bmw. I have not installed them yet. I Have the same issue with the bearings on the rear wheel. They will not move by hand. Should I worry, and how did you "tap" them to loosen them up? Thanks!!
In between both bearings is a spacer. Take a long screwdriver and angle the spacer so you can see the race of the far bearing. Use a long enough punch or drift to GENTLY tap the bearings race. Test with your finger and retap if necessary. Once they are free, line up your inner spacer. Again, be gentle!

I've done pretty well with the shinko you have there. How much do you get out of em?
8k miles on the rear and 13k on the front.
