Big wad of leaves like that somewhat compacted is essentially a large cherry on a large cigarette. Plenty of energy but not necessarily flame over time.
The Mullein definitely was too wet. I dug it out from under those leaves. There's no good explanation for those dry crispy Kudzu leaves failing like that. You can find a videos in the fire roll playlist that show green Kudzu, dry Kudzu, and even fibers from the vine fire rolling in cotton.
