Hi! I went to penn state for my undergrad and I am a DIE HARD NITTANY LION! hahahaha I love penn state sooo much. However, I went to UCLA for my PhD hahhaha (Let me know if you choose to go to penn state, i'll tell you all the best student secrets I can remember hahaha)

Many US universities actually depend on PhDs for their labor and research. Most masters aren't funded so they are often a revenue source than something to afford. PhDs in the US are part of the academic system to get labor for cheap. Most STEM programs have ample amount of money to fund their PhDs .. while other programs and universities may struggle. Regardless... as long as tuition persists they make money off of all students in the US.
I studied my under graduate in an English institution Up to HND(3yrs) and bachelor and Masters in a french institution. can I apply for the position of a phd with this french certificate in the USA
Hi! You should be able to. I would reach out to the programs that interest you to make sure they will honor your masters... but you would be eligible because you do have your bachelors which is the basic requirement for most US PhD programs!

Yes of course! Now every grant/scholarship will have its own eligibility requirements, but as long as you are eligible I say apply apply APPLY!!!
