HELLOOOOO....Powers that be. Put up a beautiful decorative "fence" to keep people back ten feet. All of these people coming at the horses non-stop...it's no wonder that some of them bite people. Just because it's tradition, that doesn't make it feasible to put the horses and the tourists in jeopardy in today's world. They're not still imprisoning people in the tower, so why not make a little change that will keep all safer.
