Thats why he was okay with lilicia making news of him even though it will affect his reputation because he thinks he deserved it. And also the motivation for the harem thing is because he wants everyone to be happy.
Ken Sugisaki is the MC we needed, but not the one we deserved. Gonna be honest here, if you stuck Ken in any other Harem ever, it'd go Hentai REAL FAST.
What's so amazing about this anime. Is that even though it is heavily comedy, there is a really really deep situation behind the whole series. I won't spoil nothing, but when you understand the two timing, and other aspects of why he says the student council is his harem it really hits.

Their names associates with the time they met him. Though we see him as a huge goofball, his first year he was mentally destroyed, the girls basically saved him, and that is why he decided to make them all happy as a way to thank them for everything. That's why I wish the ending should of ended with him stepping down from the student council after they graduate. For it can be a metaphor of him finishing the game with 100% completion getting all the girls to say "We love you."
I miss animes with this style of drawing, I feel that it was one of the best times where each anime had its uniqueness. Angel Beats, Kore wa Zombie desu ka?, Clannad, Darker than Black, Btooom!, and this one ofc.. Now it seems that they make the chars too perfect and w/o much unusual design, except in some cases.
