You are correct, most of the characters in the military served in the Ishvalan civil war. You'll learn a lot more about the war and the impact it had on the characters throughout the series, it's a major element of the story.
Al's situation is definitely interesting. At first, some of the things sound like benefits. He doesn't get tired, he's never hungry, you can't hurt him. But then you realize the extremes of those benefits. He can't sleep, he can't eat or smell, he can't touch or feel. They'll have covered this in the very next episode, but Al can take quite a bit of damage. As long as his blood seal is unharmed, Ed can repair him. Any piece not connected to the blood seal is in a sense disconnected, so since his arm isn't part of his armor anymore, Al can't move that arm. If they were to blast Al's legs off, he'd be darn near immobile as the seal is in his upper body. There's one thing I'm always curious about with Scar. How is it that he's one of the few people (Only two come to mind) that identify Edward as the Fullmetal Alchemist, and don't mistake Al for him. So somehow Scar has seen Ed's picture, and knows he's the Fullmetal Alchemist. But he doesn't recognize Mustang, a notable Colonel in the military, until someone calls him by his last name.
Since Scar had been killing in Central, he probably had followed Ed east. He heard about Shou Tucker while he was looking for Ed (who had gone even farther east to Liore) and, after gathering enough info about him, took care Tucker. He had probably heard of Mustang while he was getting info about Ed and Tucker, but not a good description.
Yes it's Chris Sabbat who voices Armstrong, who also voices All Might and many others including Vegeta. His characters tend to be my favourites, and I can separate him from the work, but he's an asshole irl.

I think what Ed meant by "not involved" was the fact that he himself was targeted and he's only 15. The war lasted for most of his childhood and he never saw any of the fighting as a state alchemist when he finally joined the military
Yep, Scar is targeting all state alchemists indiscriminately, regardless of whether they served in the civil war, or not. That being said, Shou Tucker may not have fought in the war, but he definitely had it coming.
