Boulgaroktόnos means "Bulgar Slayer", because Basil killed a lot of Bulgarians. As a bulgarian myself I can only say that Bulgaria still stands to this day and Constantinopole is just a memory, occupied by Turks. Maybe Basil wasn't all that good..
