I was in Tel Aviv as a boy in 1982 and I didn't see one black person, including Ethiopians, in the whole of Israel let alone Tel Aviv. Times have really changed.
The Ethiopians who came to Israel are Jews who became citizens upon arrival. They already have some Jewish traditions and some knowledge of Hebrew even before they arrived to Israel. The Eritreans, Sudanese, Nigerians, etc.., are non Jewish refugees or on work permits. Obviously the children of the refugees who grow up in Israel, going to school there, speaking Hebrew and using the Jewish calendar will feel Hebrew Israeli even if they weren't born Jewish.
