Hello JM, when ti comes to bidding on these properties there is not one or two websites we buy them on. Usually we are getting the OTC lists from the county and researching the property on the counties website. So we are sending in the offer by mail vs bidding on a website. But there are some online auctions that will have what we call "re-sells" where they will re-offer the property at lower amounts. When it comes to the title, you will receive either a tax deed, sheriffs deed, quit claim deed or something similar. You can either sale it "as is" or you can go through the quiet title process to sell it for full value. Members of www.TaxSaleSupport.com get access to all the OTC Lists and will also have a calendar of all upcoming auctions. It will depend on the deal, but most of the cheaper land we buy for $100-$1000 we sell for wholesale prices. So we usually help our students sell them for between $3000 to $10,000 on average. For example one of our coaching students just sold a lot she bought for $100 to a neighboring property owner for $2800. So it was worth it to her to sell it for that cheap because she only paid $100.
