Creating An Inside Trap - Wing Chun

Query about bill jee, what is the last movement when bowing down then circling both arms out before raising the torso back up to double punch and close the form? I’ve never seen any video or commentary on that movements significance, or if it’s even used in combat applications! Please share your wisdom on this? Thank you.😳🤦🏻‍♂️🙄/👌✌️🤲☝️🤔
