I don't think so that Dazai has to die in order to kill Fyodor. Cuz Dazai's ability is to nullify other's abilities. Whenever an ability or it's user comes in contact with Dazai, it automatically gets nullified. So, technically speaking, Dazai is the only possible character( till now) to be able to kill Fyodor without him reviving. This is just my theory tho😅😅
