I’d say it has something to do with raw talent and athleticism at a young age and a lack of further development into their senior level for most African players if they don’t leave Africa to head to Europe or other countries with better facilities and better leagues.
U17 is about individuals talents and strength, while at the senior level is about tactics and technic, the reason African team like Nigeria always do well at u 17
