The reason this theme is more affiliated with Odin in a way is because Odin looms over Thor like a shadow the entirety of the story. Odin has control over Thor as if he were a puppet he could use to his whim because he is fearful of stepping up to his father, therefore naming the song “the hand of Odin”
Knowing the lyrics this changes the whole song from an epic, intimidating march to the theme of one scrambling to avoid his fate. Bear McCreary is a damn genius

The game implied several times that Thor lacks an identity, only what his father and others calls him, a monster and a destroyer, that would explain why Thor's theme sounds like a savage and ruthless Odin's theme, he's the number 1 executioner of the All Father. Even the melody is similar
