It might be more plausible if he had bolted the other half-tire at its midpoint to the underside of the board, to act as stabilizing outriggers, but even they might collapse if the users caused any rotating motion.
I used an electric hand grinder with a metal cutting wheel to cut through the tire bead and the rest of the tire. I tried using a hacksaw, but it was too slow.

i make the mid fatter and use both sides. kids will fall
