You show the American passport in the video, but don't even mention the country. I assume it's one of the countries where they have to pay $50 for the visa. I don't understand what Rwanda has against the United Srates. Instead, European countries like Belgium & France have had an antagonistic relationship with Rwanda.

I would say first come and visit, with an open mind. It's best to visit it first before you finalize your business plan.

Yes, you need a visa. You can purchase a long tourist visa (90days), while you decide what you want to do here in Rwanda.
