Honestly, it's not as bad as it is in India. In Vietnam, when sellers say 100 dollars, it's indeed 100 dollars if you agree, or lower if you successfully bargain. However, in India and some other countries, they might 'forget' the agreed price and ask for more even after the deal is done.

but it’s hardly worth worrying about fractional 100 vnd, it’s just 1/2 of 1 cents American, a lot of people here don’t receive that as change anymore, or it’s not worth putting in your pocket but instead put in a collection box for the poor.
@@ILoveSGN Hi, thanks for your comment but I am not seeking an American Perspective. From where I come from, people do not shortchange others even by a few cents. This racket has been under the radar for close to a decade simply because there are many others mainly Americans (usually), non-city, non-Viet residents and the wealthy who think its just fractional loose change. To the common folks living outside the cities, 3,000 vnd can pay for parking at the supermarket / cinema complex, 5,000 vnd can pay for a small bottle of beverage / banh mi sandwich. These racketeers accumulate the fractional change and they actually swell up to a hefty amount every month and it end up in their pockets and not the donation boxes.
