ANC in Gauteng does not required capacity. They are likely to perform so badly in the next years to local government elections. The priorities of this provincial government are silo minded. That is, this is not my mandate, it us CoJ's problem not the provincial whereas the issues affect the province. This monolithic silo minded governance will leave Gauteng provincial government so exposed and found so wanting.
