Those are called chest/breast plates.
They're the norm in the Eastern side of cosplaying, but prominent Western cosplayers use them as well. Most of them are made in China and can easily match your skin tone, with some even have veiny impressions in them just like real blood vessels.
It explains why a ton of JP/KR/CN/TW cosplayers have variable chest size across albums, but consistent chest size in a single shoot.

If you would remove the kids from the total amount of viewers, these type of "brain rot" streamers would lose a substantial amount of revenue.
