She is singing about PTSD (the war won, the war won't stop for the love of god) I admit the second verse is a little weird but Bobby Fuller is the guy who sang "I fought the law" and presumably Daddy Warbucks is just a byword for "the folks with the money" given extra weight here because that money is literally War Bucks
