It would depend upon how wide your bike rack/panniers were and how much vertical space you have between the rack and the seat. Thanks for this comment. I have ben searching youtube for this. I have just fitted a hamax siesta (frame mounted ( but ive kept my pannier on) and wasnt sure if this was ok? To me it seems more sturdy and safe and holds more weight. Etc.. but obviously for safety i will be sticking to the guidelines.
What are the packing sizes?

How come the bike rack disappear at1'56? can you not fit paniers below the seat?
