Well Nick Park was originally going to have the late Peter Hawkins (of Daleks and Cybermen fame) provide a voice for Gromit, and he did. Nick Park nixed using it during animation, however, when the simple raise of Gromit's eyebrow proved to be enough for the character to communicate his thoughts and emotions. Still to this day, Nick Park is the only person who heard Peter Hawkins's recording for Gromit's voice, describing it as Hawkins providing a gruff "dog-like" voice, often repeating Wallace's commands once Wallace gives them. However, when recently asked about where said tape is now, he had no idea. It's legitimate lost media now, unfortunately.

A whole voice track had been recorded prior to filming the short by Peter Hawkins (the voice of Bill and Ben the Flowerpot Men and the first voice of the Daleks on Doctor Who). However in the first animation shoot (which was Wallace sawing through the Door with Gromit propping it up) Nick Park realised Gromit could say so much without saying a thing.
My Theory of why Gromit never reveal his mouth or say anything (Warning: maybe dark) I probably think when Gromit was a puppy before Wallace adopted him, he use to have a mouth, being mean and teasing some of his siblings, his mother dog told Gromit (like what Thumper from Disney's Bambi would say) "If you can't say anything nice, don't say anything at all", when one of his sibblings have a fatal injury from the kids' ball when they lose it, Gromit teased him so mean for not being careful, but his mother reminded him that "if he can't say anything nice, he'll never say anything at all", so Gromit felt very ashamed, praying for his brother, days later, his prayer didn't answer as his brother passed away from the fatal injury he recieved, and Gromit did what his mother told him, He'll say nothing at all and never reveal his mouth again (though he eats seen in the wrong trousers and drinking seen in Curse of the WereRabbit).

I’m so glad Gromit can’t speak because it gave the creators a chance to express a character simply by using movement and facial expressions.
