They're saying that you do have an *interest* in accessing the park, but not a fundamental right to do so. You're wrong. Freedom of assembly is a right. Hague v CIO. Expression in a traditional public forum is a RIGHT. Liberty interests fall under the 14th amendment. You must receive due process before deprivation of your "Liberty interests". Some of your Liberty interests are RIGHTS, like the freedom to assemble, and some of them are judicially created "liberties". The public forum doctrine which came out of Hague V CIO put your RIGHT to enter the park into LAW. So now you have a RIGHT to access the park by LAW. For 1st amendment purposes. For non 1st amendment purposes you have a Liberty interest in accessing traditional public forum. They can regulate the time, place, and manner under intermediate scrutiny instead of strict security when 1st amendment activity is involved. Your Liberty interests are constitutionally created RIGHTS, and judicially created LIBERTIES, it's a legal expression. It's not a statute or law in and of itself. It's shorthand for your 1st amendment rights. I have a 1st amendment right to assemble, speech/expression, protest in a traditional public forum. They contradicted themselves. But that's okay.
