You have to understand that all day long it's nothing but sirens and emergency vehicles going every which way. People in the city have tuned it all out. In most places if you saw half a dozen or a dozen police cars in a row with their lights on you'd think holy shit something really bad is happening, but in the city it's a daily occurrence and most of those cars aren't going to a real emergency. Now fire trucks and ambulances I would agree. People do need to get out of their way, but with 250 fire houses in the city there's always a fire truck within a few blocks of wherever you are, so the ones you see here being blocked by traffic or pedestrians are mostly likely the backup fire trucks and not the main one that gets to your house super fast. The fire department's annual budget is $2 billion so there are lots of fire trucks around!
NYPD has, dogs, horses, bikes, mopeds, SUV's, taxis, luxury cars, motorcycles, trucks, vans, ugly cars, helicopters, boats, You name it. Still not enough to keep control of the crime in Gotham City. Batman went to Hawaii for a deserved rest.
