If I recall correctly, you need to fill up the gauge at the bottom of the screen used for your Spectrobes' special attacks, then move them over to the downed one (indicated by a ball of light) and press a certain button. I forget exactly which button because it's been a while, but I think you get a prompt for it when you're in the right position. Psy.
