Trooper's Report: On Thursday, August 29th, 2024, at approximately 07:35 PM I was traveling northbound on United States Highway 79 just north of Ulm when I observed a black Toyota passenger car traveling at a high rate of speed traveling southbound to which my front radar confirmed the vehicle at 80 MPH in a posted 55 MPH zone. I turned around and caught up to the vehicle to conduct a traffic stop for the traffic violation, I initiated my traffic stop on United States Highway 79 within the Ulm city limits. I made my initial approach to the vehicle and explained to the subject who I was and the reason for the stop. I asked for his driver's license and insurance to which he provided the driver's license but stated he had no insurance. While speaking with the driver I could detect the odor of marijuana coming from the vehicle and asked the driver (Rodney Hill from TN) to step out of the vehicle. The subject asked why I told him to get out and I told him that he had to step out of the vehicle, the subject then stated to me that he was not getting out of the vehicle and put the vehicle in drive and began actively fleeing southbound. The subject actively fled for approximately 5 miles traveling in the oncoming traffic lane for most of the time. The subject fled at speeds upwards of 135 MPH showing no due regard for other motorists on the highway causing substantial risk and danger to himself and other motorists. After traveling for approximately 5 miles at a high rate of speed and the subject traveling into the oncoming traffic lane, I performed a TVI (Tactical Vehicle Intervention) on the passenger side of the vehicle approximately one mile before entering the city limits of Roe. After the TVI the subject refused to obey commands to exit the vehicle for approximately 13 minutes before exiting the vehicle and being taken into custody without further incident. Within the vehicle on the dash, there was a loaded Taurus 9mm handgun SN (TJ052480) with an extra magazine in the passenger seat loaded with multiple rounds. In the trunk, approximately 7 ounces of marijuana was located within multiple different smaller bags. There was also a small digital scale with marijuana residue located within the vehicle as well as numerous small bags consistent with the packaging of marijuana. The subject was placed under arrest and transported to the Baptist Health Hospital in Stuttgart, Arkansas to get checked out before being transported to the Monroe County Jail for booking. He likely meant that he didn't have an insurance card of his, for that car or otherwise, and didn't know that when you're in a rental and get pulled over, that you just present your rental contract as proof of registration and insurance.
My gawd, STAND-UP props to Trooper Taylor for being able to SMOOTHLY and successfully execute a TVI at 130 MPH! 130 MPH, people! Just DRIVING in a straight line smoothly at 130 on public roads is extremely difficult. Watch how he calmly maintains control of HIS squad car after the maneuver. Wow. Just, WOW!

A real high risk situation, since the trooper no doubt saw the gun at initial contact. But Trooper Ice Water kept his cool and brought the situation to a safe end for all.
@@Msfitness3 I doubt that the gun was on the dash during the initial stop. It would not have remained there after a 130 mph TVI. This is why there was such a delay to get this perp to raise both of his hands.

From what I've seen, watching countless hours of body cams for funsies, 99% of horrible drivers on the road are suspended, uninsured, and/or with an expired registration. This is assuming without additional issues like a gun, drugs, or active warrant.
It should be common knowledge by now that trying to evade the Arkansas State Police (ASP) is highly risky. Their officers are skilled in executing the PIT maneuver at high speeds, reaching up to 140 mph, and there is a substantial likelihood that such attempts can lead to a fatal accident.
Exactly which is why I don't understand from knowing this, people still try to get away and reach these speeds driving cars that can't handle that or the damage 🤦🏾🤦🏾. Why not just give up... Not risk your life
I agree I've been kicking around an idea. I call it “AGGREGATE THREAT”... The name comes from someone, in aggregate, being a threat to the safety of the public AND the police. If you flee from the police or assault an officer, there should be a points system where you forfeit your life or at least you lose rights to YOUR safety/life and police no longer have to put your health/safety high on their list of priorities. This is an extension and focusing of existing “use deadly force” laws on the books. This, IMHO, would remove a lot of the guesstimating about whether force was justified. Let's say you are fleeing from the police. There's a 10-violation-point scale (number to be debated) Fleeing drops you 1 point (now you're at 9) Excessive speed drops you 2 pts (now at 7) Running a red light drops 2 pts (now at 5) Running a stop sign drops 1 pt (now at 4) Driving in oncoming traffic drops you 5 pts per minute [or maybe based on distance] (drops you to -1/0) At this moment you've given up your right to expect YOUR life to be protected and lethal force is authorized to end the threat you pose to the public. This doesn't mean police HAVE to TRY to (or should) kill you, but if you DIE (e.g. You're pitted at 100+mph)... It's on you SOLELY. I first thought about this idea watching a video of some older teens (16-17)/woman who fled from police at over 130mph. They were stopped with a pit maneuver and the woman died. They were wanted for shoplifting. People online screamed about the police and their actions saying shoplifters shouldn't get the “death penalty”. Which I agree with unless you run, flee with excessive speed, run red lights/stop signs, et al. At that time my plan would put your life in the value category YOU have placed it in: WORTHLESS.

He could have popped some lead Gavin's way, but he probably never got a real clear shot and with the AR 15 pointed back at him, he knew he was at a disadvantage. All we all want is some truth but what we don’t know with these UA-cam channels that show bodycams is whether they are cherry picking what they show and don’t show. Without evidence of impartiality then we can’t conclude nothing about nothing.

Believe it or not, most of the "wobble" is because of the camera...between vibration and video settings, you get wobble, jitter, etc...sometimes you even have wavy video, that's the worst, almost enough to make some people feel seasick, LOL...

I used to live in Arkansas in a rural, hay field area. Lots of rocks and stuff on those roads that get thrown up. I had a cracked windshield or two while living there.
