Given the record runoff Colorado had this year, I bet if Gross Reservoir had already been expanded, it would have been filled. I'm a Colorado native and when Two Forks Dam was stopped (rightly so) in the early 80s, a deal was brokered between environmentalists and Denver Water that Gross Reservoir would be enlarged. Denver Water went an extra step by improving watersheds in Grand County/Fraser River and on South Boulder Creek, through an environmental pool that allows Boulder to store extra water that can be released into South Boulder Creek when it needs it. That's why groups like Trout Unlimited and Wester Resource Advocates support this project.
