Back in the 1960`s my dad made a kite similar to this using a couple of garden canes, string and newspaper. We took it to our local park and after a few weight adjustments it soared into the sky. So much so that I had to run to the shop to get another ball of string. Suddenly the wind dropped and so did the kite and we found it draped around a chimney 5 streets away. Happy days.
