Except for the pointy tip they were completely blunt and were tools for digging, climbing, fastening rope or dark silk cord, knot wire to them or (in rare cases) as grappling hook alternatives. And, like all shinobi tools, used as weapons if course. But only in hand-to-hand and close quarter combat.
