I think it’s because this was filmed at a different time so maybe all the people who cared about their city’s citizens had already left from school/work and only the travelers were there who don’t really care about the dad and daughter. I also noticed that the majority of the people donating to the drug addicted homeless guy were young adults maybe still in college or people that recently started work.
