He was originally supposed to be the Shredder until they faced fan backlash. You can kinda see how that was supposed to be just watching him in the movie. The scenes with the "real" Shredder now were added in later, if I remember correctly.
Honestly in this version he might as well be him cause Shredder here and in the other film has no personality. Changing him American, ehhhh. Don't care in hindsight

Some of you may not know this, but Sacks was actually going to BE an American version of the Shredder, but many people didn't like it, so it was changed back to Oroku Saki; however, the 3DS video game STILL had Sacks as the Shredder, implying that this change came late into production of the movie. I didn't know about the change until I SAW the movie, so I was expecting Sacks to wear the Shredder suit at some point, and I became confused AND disappointed when I learned about the change.
