Paper napkins is a wonderful and fast way to decorate a bottle, a chair, even to make a canvas "painting" :)

Why does the base paint peel off from the bottle even befor doing the decopage
You may have to paint it last after the bottle is complete and then lay it down to dry completely. I had the same issue because I painted the bottom at the same time. Hope this is helpful.
