I just could not understand that is there a need to provide confidentiality if we are penalising discrimination. Is nt we are making hiv/aids persons more vulnerable of discrimination by placing them in a special category by providing confidentiality. Providing confidentiality and penalising discrimination are not adversary to each other.

The bill prohibits discrimination against such persons in (i) employment, (ii) educational establishments, (iii) health care services, (iv) residing or renting property, (v) standing for public or private office, and (vi) provision of insurance Features 1. Obligation of the government to provide treatment, as far as possible, to Hiv-aids patients, by giving anti-retroviral drugs 2. Patient has the freedom to keep his health status confidential 3. Appointment of ombudsmen to settle disputes relating to the bill. 4. And, No insurance company can cite HIV as a reason for non denial of insurance, though one can charge higher premium. drawbacks: 1. Not making right to treatment obligatory. 2. Ambiguous use of words like ‘as far as possible’ leading to states shirking from duties. 3. Health is state subject center has provided the law but few states still are not implementing it in true sense 4. It is not mentioned in the law how many ombudsmen in a state What needs to be done: 1. A rapid scaling up of interventions to prevent new cases and to offer free universal treatment is critical 2. Providing opportunities for education, skill-building and employment for the affected. 3. More awareness in society As it SDG 3.3 target is to end AIDS as a public health threat by 2030, so the current bill and its provision are steps in the right direction only thing now state govt has to achieve is to implement this law by its spirit. Only then this stigma which people often see can be removed.
HIV concern would be solved through awareness in the ground level that might help those people who are affected by HIV and reduce discrimination , prevention that is the key to solve this firm problem curtailing its root , and state government participation and so on ... ☺
India must essentially introduce in schools accross India subject titled as 'Human body part internal and external', from standard 1st to 6th having each title named on each part expaining in short simple all details with sketch in four sub- titled paragraphs viz:- 1. functions 2. benefits 3. How to keep healthy ? 4. How to keep clean and prevent desease. 5. How to have safe sex ? This will keep childrens more alert, safe, care-taking of body, and keeping hygeine. India government must realise that, it is 'Human right' to have complete education about 'Human Body parts and functions', before they enter puberty so that they can keep safe and healthy life.

Doing an open discussion Promoting sex dolls usage than unsafe sex practices And government distribution of drugs using clean syringes to beat drug mafias ( thus weaning and helping to reduce usage of drugs akin to Netherlands model ) Compulsory HIV test before marriage ( while we spend months negotiation on dowry) Proper inspection of disposal of syringe waste in labs and safe blood bank and donation procedures These can help to reduce HIV menace

One more thing Government should mandatory gloves for all the workers who sell fruits n fast food. Because through them a huge no of population affected. I have read a case once That a small 10 year boy affected from AIDS . His parent feel shame on themselves because due to less awareness they thought only reason could be for But later by investigaon they got to know that pinepaple seller was affected and small boy eat pineapple with his hand He had a cut on his finger . So awareness is essential
