Solenoid is weak internally and not overcoming the plunger return spring pressure. That is if all the connections are good, and it's not a bad Bendix. Remove the solenoid and look for any loose connections around the terminals and any internal connections. They usually go bad right where the posts go through the housing, and look to see if there are any cracks internally where the plunger is. Someone tapping on the solenoid with a Ford Hammer may have tapped a bit too hard.

I have a good solenoid off of another starter. Should be easy enough to switch them out. Thank you again as always for the input.
