What's turning blue? And copper dosen't rust. Are you talking about the coin and the crusty oxidation? If so that is normal. You can normally scrape that away with the scraper pencil. Unfortunately a lot of the coins that have been subjected to chemicals over the years get a heavy chemical oxidation and there isn't much you can do with it. Hope this helps. Good luck.
