Her relevancy will be very strong into the future imo especially when go into the stages that you have to fight 2-3 or more bosses simultaneously. She also enable long preparation time/combo units like Ellen, Grace and possibly Lighter so they can't be interrupted while performing their combo.
Short Answer: Yes Long Answer: I just started playing ZZZ 2 days before the end of the Jane Banner. After failing to secure Rat Waifu, I promised to save for Miyabi. The A rankers did their best at carrying my newbie ass through out the game, but the more difficult content were simply out of my reach. A couple of wise InterKnot Paisens convinced me to bite the bullet and roll for Caesar. This post is actually only 5 or so hours after successfully rolling for the King. While my Lucy-Piper-Lychon team could never beat the Ballet Twins, but my Lucy-Piper-Caesar slammed into them and crushed them. Doppleganger Jane Doe broke as she smashed into Caesar's aegis. Those nightmare commissions that I avoided like a plague, my Caesar team has slowly began clearing them one at a time. Caesar's sheer survivability is perfect for noobs like me.
The bad thing with this game is that you can only seem to know how you wish to have played it. It seems to me that securing such a good unit to keep playing has been the correct decision for you. Even if Cesar won't be part of a top tier meta team in the future, clearing content now is always the priority and gives back more value. Just stop pulling and wait for the characters you really want after getting the A team you need.
I lost 50/50 on her and I'm broke in terms of polychrome so I'm afraid she won't come home T~T But at least I lost 50/50 to Nekomata who will be useful for my Jane team
I think the real question is will she be better than another character in a top tier team? In zhu nicole quingi for example, will the less burst damage from nicole in stun windows be worth the faster stun and extra attack pre stun state? Only way is to test.
As someone who owns Caesar, I can tell you she’s not really a fun pick. She’s more of a value pick, primarily used as a burst stunner with minimal field time. You call her in to do her thing, then switch her out-that’s pretty much it. But she’s still really good. I just wish I had a second copy to use on the other team for Shiyu defense.
She's a game changer for my Ellen team, She helps me clear everyting since im really bad at this game 😭

Probably the best character since she is a “support” and all support are broken in hoyos world

Zhongli + Bennet especially if you play mobile or are bad at the game she's a must pull
