Your using Cold water or hot water for mixing.

There are many in Indonesia, Indonesia is the best producer of coconut shell briquettes, it has been sending charcoal briquettes for shisha needs in the Middle East and other countries for a long time.

So wasteful and inefficient. At the very least the heat from making the charcoal could be used to dry the briquettes. That is not much better though. Simply adding 1 metal pipe to the charcoal furnace and running water through it could provide heating for multiple homes.

It's better than nothing, and it is a tropical climate; they need heat on demand not whenever the kiln is running.
Local boilers running off locally produced charcoal is efficient, although I do tend to agree the waste heat can be better used.
I would opt for boiling water to run a steam driven turbine, personally.
Electricity generation > home heating in an inefficient manner.
It's easy to criticize them though, eh? I like your thinking, but not your approach. Too unpleasant if you just want to help them improve their process.
