Those are Renaissance cars built in the UK for a proposed Channel Tunnel service that was canceled after the cars had been built. VIA got a good deal on them in the early 2000s. They are cramped and not very comfortable. According to Wikipedia, a disability-rights activist group sued VIA Rail because they aren't accessible and they are being phased out on the route depicted here.
