I used to work for Spectrum for a while and still have some friends in their NOC. As for the tuesday outage it was two issues. In Texas spectrum has two exit points to the internet, the Dallas and Houston POPs (Point of Presence) where they connect to other providers. Houston was down due to the hurricane that went through so all the traffic was routing through Dallas, then they had a fiber cut between Round Rock and Waco that took everything south of Waco offline. Unsure if Verizon and AT&T we related to the same thing
